I'm guessing the legs were cut off just above the paw, or maybe it's the usual case of journalistic exageration.
 
This is nothing new. I have seen chickens with their legs cut off so that they can not run away before the 6 hour trip to the homeland on some fridays. Its left alive so that its still fresh for sunday lunch. I have also seen a dog with his ears cut off, also because he was a "thief".
Barbaric is the word that comes to mind.

I read 'culture' as very thinly veiled racism.

The only 'culture' in which animal violence is accepted would be the 'culture' of the destitute and uneducated.

There are individuals from all walks of life who hurt animals, it's one thing getting worked up about it as a suburban housewife, another thing entirely if you are a poor, uneducated, left by the wayside human being.
 
A friend's neighbour was starving her grandaughter's cat to death. Grandaughter had lost interest in the animal and the grandmother says she hates cats. This worthless piece of scum is such a low-life she can't even be bothered to simply call up the SPCA or one of the other animal rescue places who would have been happy to come get the animal, and at the worst they would have put it down humanely. And this is a white woman in what is considered a nice suburb.

I have a cat that was abandoned by a neighbour. Similar story, she got it for her young daughter, and when the daughter lost interest this woman simply stopped feeding it and locked it out of her house. Now not only is she someone who has a complete disregard for animals, but she is teaching her daughter the same thing. Another piece of human waste that should be put down.

In my experience certain groups are more likely to have a disregard for animal welfare, but it is more than prevalent enough among well off white people and they consider animal mistreatment perfectly acceptable.

And how about the Spanish "culture" of killing bulls by slowly stabbing to death? Or parts of china where they boil cats alive and see them as nothing more than walking vegetables.

Hardly poor, uneducated, destitute people. That it is more prevalent and socially acceptable in some cultures is fact, not racism. Western culture in general places more value on animals than African culture.

You are quite right, I didn't make a very good point at all. I blame, err, vampires or something.

I just see on this forum people often say 'culture' and I read it as a somewhat more unpalatable word, I could be wrong. *shrug*

If we were talking about killing a cow or something in a cultural ceremony of course I understand the comparison, but in the context of some idiot maiming his dog, I would attribute the apparent communal disinterest not with culture as much as poor people with bigger problems.

Where arer the people that tells us our dogs are Whooseys and if you eat meat this is nothing???
