They spray the car all over and on different parts with little microscopic dots that you need a special magnifying reader to see with and it lists the vehicles vin number...

Is it thru that you can paint over it, and then its still readable.

It's often done on the inside of the chassis, where there would be no paint. Some of them contain RFID chips as well.
