Dota 2 higher than usual latency, anyone else?

Experiencing higher than usual latency on the South African server. Usually I get a constant 20-40 ping. Now I'm experiencing between 80-300 ping.

On speedtest.net im getting 20 ping, just on the SA dota 2 server it increases.

Any ideas? I'v even tried swapping isp's. no luck.
