Like the question said is it possible to play Dota 2 when your in an area with no adsl.

start steam in offline mode.
when in game bring up the console by using "\"
type the following
sv_cheats 1
sv_lan 1
dota_start_ai_game 1
dota_bot_set_difficulty 0/1/2/3 (For the true enthusiast )
or
dota_bot_practice_difficulty 0/1/2/3
map dota

It should work tested myself.
