Dota store and community marker: so confused

So today some new items were added to the dota store and once again i am utterly confused at what is happening.

For example
juggernaught set added that costs $10.99 yet on the very same day you can go buy the set for $10.50-$10.90 on the community market. They still in bundle format so they have not been opened. Its not just one person its multiple people selling the set on the community market. So they are straight up buying it and then selling it for a loss on the same day? What is the reasoning for this?

Traded for the sets, Bought to many by mistake, won on dota lounge, not sure.

Yes, they do sell it at a loss on that particular item, but in the bigger picture they make good profit.

Most of the people who undercut the Dota 2 Store's prices buy chests in bulk. Meaning when they open 100 or so chests, they will get a lot of bonus items. By selling the bonus items they can afford to undercut the price of the normal sets, since they will make their money back on the "loss" and more.

Exchange rates also play a roll. Let's imagine that the exchange rate for dollar to rand is R20 to the dollar. Now let's imagine that I can buy Dota items in Rand. The juggernaut set is priced at R100. Even if the exchange rate fluctuates, the price is fixed. This is how it works with the other prices unless a big change in exchange rate happens. Now I want to sell the set for R120 on the market. Ignoring the cuts that Valve takes, someone that pays in dollars can then buy the set for $6. So he is buying it for cheaper and it looks like I'm making a loss, but I'm actually making a profit, just because of exchange rates.

Obviously it isn't quite so drastic (the prices are pretty near the exchange rate), but it's just an example of why some items may appear much cheaper on day 1.
