I was wondering whether anybody had a possible explanation to this problem?

My download speeds are relatively fast, often above 60KB/s and
sometimes up to 180KB/s. This is on a NeoFlex device. :D

However when i try streaming video from E.G: YouTube or another video
streaming sites. A video of about 8MB takes over 10-15 Min.

GameTrailers is one site that has a stream or download option, this was the
easiest way to test this problem. The same video of 20MB took nearly 32Min
to stream where a download took less than 6Min.

So why is this so?

When you download you most likely use a download manager.

The manager splits the download into different threads. Each download thread has a limit. So the more threads the faster it is. When youtubing you only use one thread at a time.
