The have added an faq for the toolset of the game. There's also going to be a closed public beta. Neither the content or the toolset will be available for the console version.

We have been watching the Dragon Age: Origins general forum and have tried to anticipate some early questions on the Dragon Age toolset and have started a FAQ (a list of Frequently Asked Questions). If you have questions that are not answered here, please ask them and we will do our best to answer them as soon as we can.
1. Will the Dragon Age Toolset be released on the disk, with the game?
The Dragon Age Toolset will be a free download from the Dragon Age community site.
2. When will the Dragon Age Toolset be available for download?
The Dragon Age Toolset will be available on the street date for Dragon Age: Origins. In the case of different dates around the world, the Dragon Age Toolset will be available on the earliest date.
3. Will the Dragon Age Toolset be localized into all the different game languages?
The Dragon Age Toolset will be in English only, but is able to create content for any language that Dragon Age: Origins supports.
4. Will there be a Beta test of the Dragon Age Toolset?
Yes, we are planning to do a closed public Beta test of the Dragon Age Toolset. There are a number of details to work out, but we will have more information in the World Builder newsletter in the near future.
5. Will we be able to create our own areas in the Dragon Age Toolset?
Yes. We are planning a sample of how it will work in the near future.
6. Will there be console versions of the Dragon Age Toolset?
No.
7. Will the content created in the Dragon Age Toolset work on the console versions of Dragon Age: Origins?
There are no plans at this time, in either the Toolset or the game, to support this.
8. What are the system requirements for the Dragon Age Toolset?
We do not have the system requirements finalized at this time, but as with all development tools, you can expect them to be similar to the game: The more CPU processing power and RAM you have, the better.
