I think you'll find that they don't work during a power out. It would have quite simple to check, just pull a switch.

Also, which standard do they use? I presume it's HomePlug AV. There are other incompatible types.

They also have a security feature, in case you're sharing an electricity loop with a neighbour, and an operating range of 200m, which was also not tested in the report.
