They need to tie it all in like they have in the UK. Scrap the Road Accident Fund and make insurance (third party minimum) mandatory. No insurance and no MOT (annual inspection) means no license for your vehicle. Unlicensed vehicles are simply not tolerated on the roads. They see an unlicensed car/bus/taxi/truck they immediately impound it.
