Far as I am concerned they never even paid for the first printer, it was just pulled out of mothballs from the 60's when we had ID type drivers licenses already. The anc SCUM know how to steal money even if they are totally incompetent at running any sort of government.

It's because of the corruption they are incompetent. Nothing is centred around being efficient. It's a pity that in '94 the real visionaries who fought for freedom took a backseat while all the corrupt cadres came to the forefront. It's never been about running a country for them.
