call Mustek and ask about their cheapest Asus range with those capabilities and tell them you want 41, Sure they will give you a little discount.

It's unclear as to what type of vpn setup you hope to achieve, I'd recommend start with two and test before laying out big bucks.

The Huawei HG532F is R550 from telkom and they will swap it out if it get damaged from lightning.

Has VPN and DHCP settings.
