DSL Static IP requires VPN

I was hoping someone can shed a little on light on why ISPs that offer static IP addresses for DSL require a VPN connection.
Afrihost requires a specific Billion or similar router that can establish a L2TP tunnel: http://www.afrihost.com/site/page/static_ip_configuration_settings. Same with WebAfrica and Axxess.

I'm trying to grasp why the ISP can't just assign you the same public IP Address every time you connect your PPPoE session based on the username. Why the need for a tunnel.

From a comment on another thread:
It is not currently possible to obtain a static IP address directly on ADSL due to the way that Telkom's IP connect architecture works. IP Connect can only assign dynamic IP addresses to ADSL pppoe sessions.

but there isn't any mention of the technical details as to why Telkom IPconnect requires the VPN workaround. From my understaning, when you connect a DSL PPPoE session, the ISP's DHCP server assigns you an IP Address from the pool of available addresses, so what prohibits them from just assigning you an IP address you paid to have reserved for your account?
