Dont understand how one could functionally simulate a piece of hardware like a DSLAM in software? Best you can do is get one of these for around R15K ... http://www.d-link.co.za/das-3224.php

If you want to simulate the network protocols that go over your ADSL line the you could probably do most of it with a Mikrotik. If you are wanting a test a setup with an actual ADSL modem then you would only be able to do that with a full DSLAM. There are DSLAMs available with small port counts. We have some 8 port jobbie in our network lab.
