Is it just my decoder or does parental control just not work properly?

We have this PVR:

We have it set for 16+ but anything recorded needs the pin to play back even if it's 13 or no restriction. The only way around it is to disable parental control altogether.

Anyone know how it's supposed to work?

Note that you blocked anything from 0 - 16 therefore everytimes you need to put PIN

Uh... why on earth would it work that way around? Are you suggesting that selecting 16 blocks anything suitable for family up to 16 including 13 but leave anything suitable for 18yr olds or higher available? Nope, that's not it lol.
