I am currently experiencing poor down speed, I initially reported the fault on Nov 18, at which point I was getting ~1Mbit on a 2mbit line during peak times from ~5pm-12pm.
This slow speed was regardless compute, or ISP account, I found the exact same results on Crystalweb, Afrihost, Web Africa, and the Telkom Guest account. I also tested using two different ADSL modems. Both modems sync up at the expected 2mbit speed. Here's my router stats:

SNR Margin (dB): 198 140 (divide by 10 to get the usual number)
Attenuation (dB): 400 250 (divide by 10 to get the usual number)
Output Power (dBm): 75 81
Attainable Rate (Kbps): 9088 968
Rate (Kbps): 2048 512
D (interleaver depth): 1 1
Delay (msec): 0.13 0.25
A Telkom technician has come out and plugged in his line test box at my house and he says the line itself is fine. Prior to this they had recreated the port 3 times.
The strange thing is that if this was a line quality/normal congestion issue I would have expected to see latency's go up but I am still getting low latency.
Since the report on the 18th of Nov the line download speed has steadily come down, starting its download spiral earlier and erlier and running slower and slower, to the point that today the 17th of Dec, I get the following speed test @ 6pm http://www.speedtest.net/my-result/4923620386 that's 50KB/sec down, with the normal expected 55KB/sec up... yes a Telkom line that can upload faster than download... even though synced at 2mbit on a piece of copper that is in good order.
I assume this is a area wide issue on the Durbanville exchange next to the police station and saw fit to open this thread.
So at this point I'm waiting for "tier 2" support to come back to me, I'll update as I get more info. I expect I'll turn to TelkomZA if I get no joy by Monday. The line is now running at less than a quarter of the down capacity it is suppose to be giving, on a fault that is a month old...
