This may not be the answer you want, but it is accurate.

South Africa has decided to use the DVB-T standard for digital TV, aligned with the rest of International Telecommunications Union (ITU) Radio Region 1 (Europe, Middle East, Africa), which uses 8 MHz spacing, and fits into the existing analogue PAL 8 MHz band plan. This has been agreed through the international treaty governing South Africa's relationship with the ITU, which is a United Nations agency.

Unfortunately, the South African government, most notably the DG of Communications, disagrees with everyone else in South Africa, and has struck up an unholy alliance with some Brazilians, who are trying to foist their customised version of the expensive Japanese ISDB-T standard on the country, wasting the existing couple of billion Rand that the broadcasters have already spent on DVB-T. Needless to say, it may be some time before the DG is brought to her senses, so we currently sit in limbo, with little hope of digital TV here for some years.

Right now, buy an analogue PAL tuner  You can also buy a DVB-T tuner, but you'll have to wait a while for live transmissions (there are some test transmissions currently).
