DvD reading at a slower speed

Well this my second thread regarding DVD problems, think I could have a solution.
They say I need to set my reading speed slower, where can I change that?

Have you got Nero installed?

Click start>nero>tools>nero drive speed.

You can use that to change the reading speed. Dude just be more clearer when you post
