No idea how this thing works. I understand that it's passive. i.e. it works without me having to do anything and I don't have to equip it. Problem is, when I'm in a vehicle that's taken damage, nothing happens. The vehicle's health doesn't increase. Do I have to be the driver? (Even so, nothing seems to happen). What am I doing wrong?

But I think he's talking about the unlockable repair upgrade for the Engineer in BF2142.
BlueCollar: Once you've unlocked the repair upgrade you are able to repair other vehicles while being inside a vehicle. In other words if you jump into a tank and drive the tank close to a damaged walker, the walker will be repaired as if you jumped out and used your repair gun. Any damaged vehicles inside your repair radius will be repaired.

Was wondering about the same thing as Toxin. But now I understand from bluecollar's explanation.
From a realism perspective this however does not seem logical, i.e. if I can repair other vehicles, why not my own while remaining inside?
