E-toll concessions don’t make it rational: OUTA

OUTA has welcomed E-toll concessions from the Minister of Transport, but said that the reprieve still won’t make the system work more efficiently.

To "refuse or fail to pay the amount of toll" is an offence? Really? So if I refuse to pay, but I do in fact pay (ie. I don't fail to pay) then is that an offence? Did anyone apply their mind to this?
