Nothing beats PHPStorm.

I must say JetBrains is quite the company.

So can this be localized somehow or is it completely online? I mean what if you don't have an Internet connection or its sporadic or slow?

I like it if these are catered for tho as it keeps code in your Corp cloud and then, assuming your test VMs are all there too it's all online
