Ivy's policies are unenforceable, feel good and "only worth the paper it's written on" rubbish. These policies are just about non discriminatory, universally accessible, socially inclusive, community empowerment and other ambiguous terms. Telkom probably has never even bothered reading it.

I pasted those country scores in Excel and added a new category called "talk is cheap" or "policy equals reality" that is the score for e-literacy(Social and cultural environment) divided by government policy.
South Africa then finishes dead last.
