Edenglen Exchange Woes

I've been unable to game during the week as the exchange at Edenglen is so heavily loaded. I think it's rather disgusting that we as users must pay every month come hell or high water, but should we have issues, we get the standard "we are investigating the matter." For the past 2 months now there have been major issues between 5 and 11, and it seems as though it will stay that way.

I therefore think a fee reduction is in order when services are not delivered according to specification. And maybe some investigation should be done on load capacities at exchanges before their speed upgrades.

Maybe I';ve got the whole thing wrong, but I'm sure this is a service industry?
 
My ISP is Internet Solutions, and the 1MB account I'm using is fine. I've spoken to Telkom a couple times, and they have conceded that the Edenglen exchange has been overloaded for some time, and that they are investigating the matter, but no upgrades are planned until the speed upgrades are completed.
