Electricity COC - Aircon Isolator Boxes

I want to get a COC for the house but the electrician told me that the air conditioners require isolator boxes. Is this so?

I'm aware the geyser requires an isolator box.
 
If it is not on a plug top. (It can only be on a plug top if current draw is low enough)

Pretty sure it is indeed so. Need to remove the risk that while someone is working on it, someone fiddles at the DB and powers it up.
 
They are both 12000 BTU air-cons that run using long wires to plugs in the garage, so they can be unplugged, but not at the unit.

I thought CoC requirements ended at the plug point...?
 
Any fixed installation must have a way to turn it of in arms reach . 1meter . So you will have to install isolators .
