They just have to deliver and get paid....no one cares if the stuff gets burnt or not.

The A grade gets delivered to the ports and shipped off. The dirty coal mixed with rocks gets taken and sold at premium to the plants via shell companies and cartels. Along with this the diesel gets partially looted from the trucks and the tankers. Billions being made.
