Where would be the best international online retailer to order tablets/electronics/smartphones/gadgets from, that offer a cheaper price than local shops, and who's shipping is reasonable?

Very difficult to answer, you seriously have to shop around. Check out Takealot, Bid or Buy, Wootware and Landmark.

My suggestion is, if you find an online retialer you are interested in, do a quick Hellopeter check to see if there are any service complaints.
