Also for those who don't know, eNatis is using the free, default template.

Now where did that R400 million go?

Edit: BobbyMac, I'm sure it is just the website that is running on Joomla and don't get me wrong, joomla is a very nice CMS. To me it is more of a problem that they haven't gone to the trouble of a creating new templates for their site, than that they are using Joomla per se. I just wonder how much of they paid for that website which probably took about five minutes to set up.

And how do you know that the entire ENATIS system is built on Joomla? As far as I know, just their crappy dysfunctional website is built on Joomla.

It seems that most posters are under the impression that the web site is the system, missing the point that the web site is just that. A web site.
 
I know the backend was build using Java, the frontend looks pretty crap - for all we know it could have been built using VB3 :D

The R400m was spent on the development, deployment and implementation of the eNaTIS system. The project is a good R100m over budget mostly due to the 18 month delay in roll-out which meant that the old NaTIS system had to be maintained in the meanwhile. This is also the reason there is a R30 eNaTIS charge when you make use of the system now.

I have reason to believe the eNaTIS joomla site was done in house.
 
That system is fu**ed. i bet us first year computer science students can do something better. lol.

I had a team of 10 guys that could have built a better system in under 2 years for about R10 million. Everyone is just taking a cut here and there are too many incompetent people running the show. You need to properly investigate a solution such as this and then build a sound architecture. After that, the rest of the solution will fall into place. The only reason for delaying a project such as this is poor architecture/design up front.

Nothing against Java but the maintenance costs are going to be astronomical. Enterprise Java guys can demand salaries of upwards of R500000 per year. This being a government department. What is going to happen is that the Department will skill up people and they will leave for the private sector. Next group will skill up and then again head for the private sector (banks etc). Get the picture.

I just can't get my head around such a waste of money. You can buy a top of the range IBM quad Opteron server for about R500000. I can't see where R400 million goes, no matter how I dice it. Well maybe something like:

Bribes: R110 million
Salesman Commission: R20 million
Hardware Guys Cut: R90 million
- Clean Profit: R70 million
- Actual Cost: R20 million
Software Guys Cut: R90 million
- Clean Profit: R70 million
- Actual Cost: R20 million
Network Guys Cut: R90 million
- Clean Profit: R70 million
- Actual Cost: R20 million
 
The problem with enatis

This morning I renewed my drivers license. While standing at the window waiting for the operator to complete the enatis entry, I observed that she had to fill in a large number of forms. Unfortunately I didn't count them, but it was more than 5, probably around 10!!!!

And this is where the problem is. It would appear that the design of the operator interface is cause of the problem. A better designed system would try and minimize the number if screens to be transmitted as each screen adds to the delay.

I also noticed that there was only one person carrying out eye tests and one person carrying out finger printing. These bottlenecks each created its own delay.

The whole process took 90 minutes.

If anyone else is going in to renew a license maybe you can better observe the number of screens to be entered and let us know.
