Enforcing ECT act against spammers?

So the ISPA has this little page with a copy and paste reply for SA spammers:

Now assuming you send this in order to request where they got your info, what do you do when they don't respond?

When whom does not respond? The Spammer?
If so, then escalate it to ISPA.
