Environmental health hazard

How does one go about logging a complaint for an environmental health hazard?
My house is situated right next to a factory and in the last month there has been alot of black dust blowing over from the factory into my yard and into my house.

Its really bad as everything is covered in black dust. My neighbour went to the factory to complain as he is having the same problem but he was told to get lost.

I need to get someyhing done as this situation is not healthy.
