Steam downloads for me never show the true speed for some reason. It shows I have a 4GB update, then suddenly I get like 10MB/s download speed on a 4Mb line, then, just before the download finish the file size change to 1GB.... and the true speed reflects for a few seconds. So the issue seems to be the app makes you think you are downloading a huge file at very good speeds, meanwhile it's a small file doing the max speed your line can do, or something like that.
