Monica Mngadi was officially appointed the new municipal manager of the uMgungundlovu district, on Tuesday despite her MBA degree being awarded by a Bible college.

Mngadi is rumoured to hold the one-day master of business administration from the Lifetime Bible School of Theology

Although her appointment was almost inevitable because she was the favoured candidate of the ANC, which dominates the council, some had been hoping that the council would consider other candidates.

Well if you follow the train of thought of some of our prestigious forum members conclusion as to why safety and security minister is a shoe in for he's job (to refresh your memory....as he was a "political journalist", he learned the workings of the security forces), she was probably the janitor there, and through that learned where the paper goes that is not shredded....see a shoe in, pretty soon she will be awarded a bonus for excellent service (like showing up in relative time)
 
Firstly, no-one has shown that the woman is not suitably qualified for the position

One such criteria is that employees should hold a bachelor's degree with at least five years' experience in governance and administration.

Secondly, what was listed on her CV from the Bible College is an honorary degree, not the MBA that was mentioned

She has spent 18 years with the Department of Education and now owns two companies of her own, African Heritage Services and The Book Appeal. She is a highly motivated and busy person and holds many prestigious positions – a few of which are listed below:

• Managing Director of South African Booksmart Foundation
• Board Member for the Federation of Restaurants and Hotels
• Ambassador for the Mineseekers Foundation, whose patrons are former President Nelson Mandela and his wife Graca Machel.
• President and Founder of the SA Minerals and Energy (Pty.) Ltd.

She is also an active member of the International Rotary Club of Durban as well as being a motivational speaker.

Monica has traveled widely. In December 1999 she was nominated to represent South Africa at a Millenium Dinner in Chicago as the honored guest of Mayor Darley. In March/April 2000 she was the guest of the United States of America’s State Department promoting the work of SA Book Smart Foundation and the needs of the South African community.

In 2001 Monica was nominated Shoprite Checkers/SABC3 Woman of the Year in the Educational category.

As for the qualification of the Minister of Safety and Security, that was explained clearly in another thread, aside from the fact that he is an elected representative of the people

It should be extremely easy to prove that one has a MBA from a reputable institution. If someone cast doubt on your qualifications wouldn't you set them straight as quickly as possible. A quick press conference stating the institution you attended and the year you graduated would be sufficient.

The Honorary Doctorate she listed is in the first place not valid as the association is not certified to confirm doctorates, and it is not relevant the position in any case.

This does not take away from the fact that the woman, may be, suitably qualified for the position. I have not seen her CV, but it is possible that she holds the qualifications needed for the job.

Now, this is difficult for most of you I know, but try this and shift the focus off the doctorate and try to see the whole picture.

There is no whole picture, only this little point of light. Maybe if we had a open government, such information would have been part of every government official.

Although I find her commitment to the furtherance of literacy commendable, I don't see anything which qualifies her for the position of municipal manager.

The municipal manager is the head of the municipal administration as well as being accounting officer for the purposes of financial management and accountability of a municipality.
Surely a good financial management background is essential for this position?

The truth is, this uMgungundlovu is a district municipality that has our real one - Msundusi Municipality - subordinate to it. In other words, the uMgungwahtever one is superfluous - sinecures for friends and all that. Our local municipal manager Rob Haswell is not too bad - if he could just sort out the electricity supply I'd be happy!

Yeah, maybe. My point is, if everything is above board why not speak up and defend yourself?

The typical ANC responses are to deny, deny, deny or to not bother responding. The former is of course always highly suspect and the latter is to treat the public with disdain.
 
An honorary degree is an award - not a qualification. Listing it under "qualifications" on your CV effectively constitutes fraud.
