Erecting a tower?

What are the requirements if one or rather a neighborhood wants Rain to erect a tower to cover the neighborhood?In terms of numbers can u assist me with a petition or to sign up people who would be interested in Rains packages?

I have a similar question for Rain. They are so secretive and restricting about email interactions, it seems to me impossible to engage Rain on anything, other than SIM card orders & payments?
Not what I would have expected from a mobile telecoms Co.
I am a shareholder in a house in Zebula CC, 38km W of Bela-Bela. No uncapped 5G broadband service to > 200 homes on the 1200 Ha estate. We wish to engage with Rain re building a tower and offering their uncapped 5G service on the property.
