The tower I connect to has a battery problem. It lasts about 1 hour and then falls over when we get blacked out.

Huawei Router reports Cell ID 41164.

So I'm guessing he wants MTN to come and fix or replace the battery so when Eskom loadsheds he will still be able to use the internet and make calls.

The tower [this one] gets it data via other towers, so it might be that even another tower is at fault.

It's from the days when SA still had electricity. When the gov nationalised it in 2001 they changed it from Electricity Supply COMmission to Electricity Shortage Kickbacks Outsourcing Mechanism.
