Eskom’s problems - How would you solve them?

Bloated Staff:

Believe it or not, but not all Eskom's staff are useless. They have some exeptionally skilled technical staff. These would be most effectively used in grid monitoring and upkeep. The same could be said for some power stations, but there's no reason they can't cross over into the private sector along with the stations.

As for the admin staff, it seems as though 1 person could (and should) do the job of 4. Especially in the project and engineering environments. This is often where a massive amount of consultancy fees are used on. These departments will also be massively downscaled once the generation and distribution components are removed.

The amount of manpower used on contracts and tenders is astonishing...and almost all of it for construction of new lines etc. would become redundant if private companies start running their own distribution networks.

Nope..

Basically power is one of a handful things privatization has failed in developing economies. With energy it’s typically distribution (they target profitable areas which is not inline with gov transformation and development targets hence this will unlikely be privatized) and pricing of generation (typically this skry rocketd unless regulated).

While there is value is privatizing or allowing private generation .. gov need to do what it’s meant to do, ie regulate pricing/industry fairly for its people. And even this is a bit tricky.. telecoms in SA is an excellent example of how privatization has screwed the country equally albeit regulated.. and this case cost SA GDP which we may never recoup!

As much as we like to pretend that privatization is the savior.. it is also for profit and in SA, that can and has shown to be brutally true. In a country where corruption is rife do you really think public industry is much different and “lobbying” won’t happen? Or is it only a problem with non-white people are involved? To me.. fraud & corruption is what it is regardless of how you want to dress it up and who is involved.

So yah.. I’d say regulate, support many entrants into the market to mitigate dependence & lobbying and keep a careful eye on things.

Don't split up into 3 divisions still under government control. That is just creating a top-heavy management structure.
 
It cannot be fixed in the short term. We are looking at a 10-year turnaround if at all possible. And trillions of rands spent.
 
Use every available qualified employee to achieve the following, those that are not qualified can be assistants to those that are.
Remove all illegal connections and confiscate the cable (repeat this constantly till it is no longer an option).
Turn off power to all households that do not pay, if municipalities, turn the power off during peak power usage hours.
Recoup all losses from corruption as well as non payment that is possible.
Allow feeding back into the grid for reimbursement.
Audit all resources available, sell off those that are not usable, make sure that the rest are in perfect working order.
Negotiate pricing with IPP's, negotiate transferring surplus employees to them.
Involuntary retrenchment for overstaffed departments (Not voluntary as you will lose the skills you really need) after having employees do a competency test.

And so on and so forth.
