I think he has his figures a bit mixed up. The global standard for reserve margin is 15% - that is the amount of capacity above peak for maintenance and unplanned outages.
Eskom currently has a reserve margin of about 30%, but their power plants are so unstable they can't even get by with that.

For an analyst, his maths is poor.

Eskom's safety margin is 15.3% of what it should be, not 2.5%. It has a roughly 2.5% margin when it should have a 15% margin is what he meant to say.
