But a week ago, LS was canceled due to sufficient generation capacity and reserves.

So which is it?

I didn't read the CB, so thanks for quoting the relevant part.
What the idiot journalist doesn't realise is that the frequency deviations were a thing before I left SA. I monitored them as did one other on this forum. We used that to assess how imminent a loadshedding stage change would be and we got it right. How do I know this is the right way? Well Eskom THEMSELVES told me how to do the measurements, long ago, when I was an engineer. I was invited to do a presentation at their offices about 20 years ago when this LS stuff started because I had some great ideas about demand side management
