Eth mining confusing hash rate

I started mining with my single gtx 980 and after some reading i came to the conclusion it is supposed to mine at around 17mh/s but i consistantly only get 10.5. No matter what i changed and after many hours of searching ethminer was still stuck on 10mh/s.

Things i tried:
Switch between Ubuntu 16.04 server and Windows 10
Used various version of ethminer with and without cuda support
Put the geforce in P0 state and set optimize for compute state.
Tried mining with cl and cuda
With and without eth-proxy

I switched between three pool over the last week and eventualy settled on dwarfpool as it seemed to work. I still only get 10mh/s according to ethminer but then i saw on the stat page that dwarfpool has my mh/s at 19mh/s. As i'm writing this it went up to 22mh/s.

Has anyone experienced this? How do i tell if ethminer or dwarfpool is correct?
 
I figured out why dwarf pool has such a big gap in hash rate. It's pretty much luck on my side, they calculate the hashrate based on your submissions per half hour.

I would still like to know how my hash rate is so low though. If all else fails i'll just sell the card and get some rx470's.
