EU lowers mobile roaming fees

The European Union continues to chip away at voice and data roaming costs

What kind of cents are these, USD, EU or ZAR?

I stand corrected, but I believe that rates are reduced for a mobile subscriber who originates FROM an EU country, travelling to another EU country.

In other words, I think South Africans will continue to pay the same rates, as operators try to cling to some of their margins via customers from outside EU.
