Excel : Target vs Actual

Probably a very easy one - but I want to make a simple sheet to track target. So looking at :

Target : 10,000
Sales : 8,000

Then say (for example) remaining 2,000 or show red (or something)

But if

Target : 10,000
Sales : 11,000

Then say (for example) over 1,000 or show green (or something)

What exactly do you want to be displayed if (1) Under target? and (2) exceeded target?
Just some text?

B1 = Target value
B2 = Current sales value
Type in B3: =IF(B2>=B1,"Target reached","Below target")
