Excel what does this mean?

Absolute referencing. It keeps the cell address with the dollar sign in front constant, even if you copy it to other cells. In other words, if you put that formula in A13 and copy it to A14, the bit after I8/ will remain I10, it won't move on to I11.
 
Extrapolating above...

a $ sign in front of the column indicator will keep that column constant.
a $ sign in front of the row indicator will keep that row constant.
a $ sign in front of the column and row indicator will keep that cell constant.
