Exchange Congested???

Is my exchange effed?
Location: Kensington, Cape Town

Started about a week or 2 ago. Became very bad over the last few days.
Im with Telkom 2meg Uncapped. Have tried Afrihost free 1gig, Axxess, WA. All same story.

One ping plot doth not the entire story tell. Run for 24 hours, 5 sec intervals. If there is variance in ping being high and low in different extended periods, its due to congestion i.e. at 5pm ping goes up, after 12pm goes back to normal until about 8am.

Run this today, if it is that, you're on a congested DSLam in your exchange, in which case you PM TelkomZA explaining your situation and they will put in motivation to have your port routed to a different DSLam. 2-4 day turnaround.

Just hope that there are uncongested DSLam's to move to
