I had exchange congestion issues and it was sorted out. Here is my solution:
I'm a bit of a twitter junkie, so naturally when Telkom announced their brand new twitter handle, I followed. The twitter handle is @TelkomZA
It's the social media department of Telkom or something like that, and these are seriously trying to help. I had to ask nicely, but they were nice enough to give me a test account. They will ask you for details using Direct Messaging and a lot of the communication will be via that channel. Test accounts are only available until midnight, so if you need to test again the next day, then you will have to get another one.
Another person advised me to get the free version of Pingplotter, a little programme that give you a slightly better picture of your trace route than what tracert does, and you can save the image. My hop from my router to the exchange was anywhere between 20 - 40ms, which is very slow.
This is what I tested:
- Speedtest Local (My ISP - Openweb)
- Pingplotter Local (My ISP - Openweb)
- Speedtest International (Telkom Test account)
- Pingplotter International (Telkom Test account)
I put everything into a pdf file and sent it to them. I had to ask for feedback at some point but I did receive a phone call telling me it is exchange congestion and they will be moving me over to another DSLAM switch. I haven't had any problems since. My 4Mb line is running like a steam train and my latency on local servers are anything between 15 and 25ms.
I hope this information helps somebody, I managed to come right and know that others have had success. It's unfortunately not a quick solution, and it takes some legwork, but it is worth a try.
