Expansions?

My friend recently acquired WOW.. he wants to play online but he doesn't know if he has the first expansion The Burning Crusade. He is definitely sure that he has the second expansion Wrath of the Lich King.

1) How can he check to be certain that he has the first expansion (The Burning Crusade)?
2) Is the latest version 3.3.3 -- Release 11723?

Can he create a Blood Elf or a Draenei char?

If so, he has TBC.

3.3.3 Even with just the WoW starter pack he will be running on 3.3.3 to play. Doesn't mean he has all the expansions.

If he has Wrath of the Lich King installed then he must have Burning Crusade already installed as it is a pre-requisite; you cannot install WotLK without BC being installed.
You can however only have vanilla WoW or BC installed and then get patched up to 3.3.3, you just won't be able to access the features of the expansions you don't have installed.
