Looking to find out how South african residents working outside SA for a Salary , are filing their tax returns if they meet the SARS mandate of 183 days outside the country in 1 year and 60 days continuous period outside SA with that 183 days?

You don't have to file your tax after the 183 consecutive days working outside the country. You will fall under the tax laws of the country you're in.

My accountant de-registered me. He did need proof that I was outside the country etc, but I can't remember now if it was when I got back and re-registered / file for previous years outside the country or if it was before.

Best to ask an accountant.
 
I'm not sure how you do it, but you can let SARS know you are living and earning money outside the country, and then you don't have to file tax returns. Just remember to keep the proof that they'll give you. Best to ask an accountant that does tax, they'll do it in a jiffy.
