Well, now that apparently p2p is blocked their total traffic is likely much less than what it used to be and so they are paying the same amount or slightly less money to Telkom yet they've given bigger caps.
I still think this is just a JHB issue. Well actually I know.. because torrents were working fine (especially for a capped service) a few days ago in Cape Town. P2P apps are still working here as well, but I don't use torrents regularly.
I doubt they just imposed an intentional block on P2P in JHB only. Probably another mess up with their proxy imo.
