I have had my WD Elements 2TB for 2 years and still going strong.
This is most certainly a hardware problem unfortunately, no software is really going to give you any joy.
We could recover it for you at a good price if there's valuable data on it?

Ownership? Are you on the admin account on your PC?
If so, right click on the start button, Disk Management, does your drive show up? You can try right click and delete the partitions and then try format from there, otherwise if you just want the drive you can try a diskpart clean (can walk you through it, it is pretty easy)
I would write a sternly worded email to the supplier demandi... Oh Wait.
