Extremely slow downloads

I have a dlink 2750u router and have a 4mb line on a capped telkom data package,
Downloads dont run faster then 50kb. telkom techs cant find a problem but when I look in statistics on the router I find a there are lots of HEC errors and ES. does anyone know what causes theses errors and how to fix them if they are a problem.
The crazy thing is if I use speedtest.net I get a good ping and a decent speed.

Go and read the last few pages of the TI thread in the ISP section of this forum. TI is currently up to shyte.

Had a look at the manual, no info.
You should do search relating to D-Link modem. Should get some answers.
My Internet is to slow to have a look currently.

HEC errors are ATM packet errors.. ATM packets are 53byts.. you have had 17errors in 3hours.. that means you
have had to resend 901bytes.. that is less than 1 TCP packet on your network.. ie if you blinked,, you just
missed 1000HEC errors.
