Honda are supplying. That's the operative word. They supply the engine.
It's a Honda manufactured engine. RBPU buy from Honda. Honda provide support to RBPU. That engine is a Honda supplied RBPU Honda engine.

Red Bull Powertrains - Wikipedia
Red Bull Powertrains, abbreviated as RBPT, is a Formula One power unit manufacturing company owned by the Austrian Red Bull GmbH. The company was formed in 2021 to take over the operation of Formula One power units developed by Honda from 2022 onwards following the Japanese manufacturer's withdrawal from the sport after 2021. However, Honda continued to support the Red Bull owned teams in 2022 and will do so until the end of 2025.[1][2][3]
Honda assembles the power units and provide trackside and race operation support. The power units remain Honda's intellectual property, and due to a development freeze, Red Bull Powertrains will not develop them.[4][5]
There's no new engine development happening till 2026.

According to Red Bull as many as “six teams” may have breached the cost cap during the 2022 financial year. Faced with unprecedented inflation, Christian Horner says some teams stated during an F1 Commission meeting last year that they “will break” it.
“A danger for 2022 is that there could be six teams in breach of the cap,” said the team boss. “Energy prices have been exponential, but thankfully we’ve been protected from that. But there is that chance that several teams, many of which have stated it during F1 commission meetings, will break the cap this year.”
Red Bull motorsport advisor Helmut Marko added: “I think the current status is that six teams are over it. Inflation is something that was not calculable to that extent, especially when it comes to energy costs.” ..."

So true. I rewatched the 2022 Azerbaijan Quali. It reminded me of how nervous I get when I see the cars go thru the castle section

Pretty much nothing? Maybe he's nervous about having to give all the teams a verbal telling off and to put them on the naughty step for an hour each?
No, he will deduct maximum championship points so that Max's 3rd word championship is also decided by the FIA and FoM, just like the first two.

Mercedes motorsport boss Toto Wolff had suspected that it was a cylinder, telling the media after Melbourne: “Bang! It’s a proper failure but we don’t know what it was yet. I think it was on one of the cylinders.”
However, it took Mercedes’ engine technicians some time to conclude the exact cause given the extent of the damage.
“According to this,” the German publication added, “a foreign part got mixed up in the combustion process, which ultimately led to a drop in performance and the associated failure. A fragment was responsible for this. The engine ingested the debris in a cylinder, forcing the failure. The debris comes from a component that is not part of the sealed area of the engine. The technicians have declared the combustion engine and the associated elements such as the turbocharger and MGU-H are lost. It is still being investigated whether other components such as the battery or the power electronics can be saved.” ..."

What did my statement have to do with Red Bull?
Really curious to see how much of an impact the upgrades will make to close the gap to RB next weekend. I am quite neutral atm. Rooting for Max, Le Clerc and Russell atm. Secretly want Alonso to get that 3rd to make us older people feel good about ourselves.

Considering how RB was penalised, a cost cap infringement can be seen now as the cost of doing business. The FIA have set the precedent and teams will push the boundaries.
