"These are the best lap times for each driver recorded over the two days: Sainz 1’16″638, Leclerc 1’18″197, Russell 1’18″400, Schumacher 1’18″974. Obviously the tests were “blind” and the drivers didn’t know what type of compound they had available, so the times are not comparable."

Eish, apparently massive wildfires are raging across Quebec near Montreal which is NOT putting the Canadian GP in doubt if they're not brought under control in time.
FTFY after the latest news has now corrected and confirmed no risk.

Almost certainly setup including fuel load. I can't see why Sainz would suddenly have figured out how to drive 1.5s faster per lap.
Two factors to testing - low fuel, only useful for single lap / quali, and race pace with load - useful for the main event.
its quite unusual for the times to be released for tyre tests. The test programmes are usually set by Pirelli and they gather the data but the teams are not allowed to keep/gather the data.

Or the cynic in me is thinking that F1 is using it to promote the "banter" between the DTS fans who can go on about how Driver X is better than driver Y due to testing times.

So they're making a show about the Strolls?

WHAT IS WRONG AT FERRARI? Lots of questions, no answers: https://www.auto-motor-und-sport.de/formel-1/ferrari-probleme-barcelona-fahrer-kritik/

"Ferrari is a mystery to everyone. Mostly those who know the car best. The story repeats itself from race to race. Good grid positions give hope on Saturday. On Sunday, the SF-23 is a different race car. After seven races there is only one podium. That was not even the case in the crisis year 2020. The current car has a lot more potential than the Ferrari SF1000 from three years ago. He just can't do it in the race. Because drivers can't trust their car. It changes its behavior all the time. From stint to stint, from lap to lap, sometimes from corner to corner. "You never know: understeer or oversteer is coming," complains Charles Leclerc.

Another car on Sunday
Despite the general conversion of the sidepods and the underbody, the Spanish GP was a reflection of the previous races. During the 66 laps, Carlos Sainz never recognized the car that had carried him to second place on the grid on Saturday. The first and last stint were decent, the middle one miserable. Lewis Hamilton, George Russell and Sergio Perez flew past with the better speed. Resistance was futile.

Charles Leclerc logically experienced a different race after starting from the pit lane. His direction pointed forward. In the past, the vice world champion of 2022 would have finished fourth or fifth even with this starting position. This time it was only enough for eleventh place. The first stint went as badly as the qualification, despite the replacement of the entire rear section, the second was acceptable, the third good. Although he was running hard tires again like in the first section.

It's these fluctuations that drive the team management and drivers crazy. "Our biggest problem is the inconsistency. It can't be explained," says team manager Frédéric Vasseur annoyed. It is said that at Maranello the aerodynamicists blame the suspension engineers and vice versa. Not a good approach.

Quali-Grip covers aero problem
To a certain extent, there might already be explanations. The Ferrari SF-23 would be a good race car if the race track was a wind tunnel. On a lap in qualifying, the extra grip of fresh, soft tires covers almost all of the car's shortcomings. It's like a world in a lab. The weak points only become apparent on Sunday, because from the second round nothing is like it was on Saturday.

Then the red cars are no longer alone on the track, but in traffic. Then the temperatures are higher or lower than the day before. Then the wind blows from a different direction. Then 110 instead of ten kilograms of petrol are on board. Then the maximum power of the most powerful engine in the field is no longer available indefinitely.

The Ferrari apparently loses more downforce than the direct competition when it is positioned at an angle, when there are changes in load or when the front wheels are turned. He jumps more on bumps. In the event of temperature fluctuations, he falls out of his comfort zone more quickly. In addition, it is extremely susceptible to wind. "Two, three degrees or another wind direction can completely shift the balance," confirms Leclerc.

Tires are the Achilles heel
So many imponderables together cause the car to skid. This drives up tire temperatures and fuels the loss of grip. It doesn't matter on which racetrack. In Monte Carlo and in Barcelona we heard the drivers say: "If we attack just one lap, the tires will be blown."

Ferrari can only limit the heavy tire wear if they devote the whole weekend to this topic, as they did in Melbourne or Baku. But then you really don't stand a chance against a Red Bull who can do both disciplines. And recently also against Mercedes no longer. Ferrari was lucky in Barcelona that Aston Martin was out of shape.

Vasseur admits certain shortcomings, such as driving in traffic or being sensitive to temperature, but that's not the answer for him: "The problems also sometimes arise when Charles and Carlos are free to drive." Leclerc insists: "It's incredibly difficult to find an answer because we don't see a pattern that gives us a clue. We can't focus on one cause. The biggest mystery for me is that the car reacts differently, even though I know that do the same."

Is the bug in the DNA?
The upgrade might have added a bit of lap time on paper, but that's not Ferrari's job. The old problems remain. Carlos Sainz demands a better understanding of cars and tires. That's easier said than done. This Ferrari cleverly eludes an analysis of why the balance is sometimes right and sometimes not. Otherwise, answers and solutions would have been ready by now.

If the new path, which according to Vasseur opens doors for other development directions, does not remedy the situation, then the conclusion is that it is a birth defect that is in the DNA of the car. For example, aerodynamics that are designed too sharply because the engineers pay too much attention to maximum downforce values. Or a landing gear that is not able to keep the SF-23 reliably in the narrow window that the aerodynamics seem to dictate.

Perhaps it would be advisable to look back into the past. In Monaco, Leclerc no longer understood how the characteristics of a car can change so much within a year, even though it appears to have the same roots visually. From comfortable to unpredictable, from constant to moody.

One would have to find out when, where and why Ferrari took a wrong turn in the development of the car over the last year. The when can be localized. It was the upgrade to the 2022 French GP."

Murphy's Law, only one bout of Load shedding scheduled for this week and it just happens to be 20:00-22:30 on Sunday. Fortunately I finally invested in an inverter last month so The PC will stay on and, seeing as DSTv have decided not to work on my HiSense TV any longer, I will have to use the PC anyway.
In fact I may as well cancel the DSTv subscription, and at least canceling the DSTv subscription will contribute to the inverter cost.
