It wouldn't have been right for Russell to lose his win, but I have little doubt that his hard braking behind the safety car was malicious in an attempt to exploit Max's penalty point situation.

George was clearly being a dick behind the safety car, that much is 100% obvious by his radio call. He slammed on brakes so hard that Max locked his brake and smoke his front tyres.... then George comes on the radio in 1 second and says, "Max overtook me under the safety car!" <--- he is deliberately trying to force the stewards hands and get Max a penalty. If you couldn't see that then you're smoking meth with your mother.

I agree it was clearly intentional but he also did it in a safe manor. If you are the one with 1 point left on your licence you have to be careful and he just reminded him of that.
