2 points:

1. Flavio should not have been allowed back into racing.

2. Flavio is not a member of the Alpine F1 team, but is running the show. Does he count against the cost cap?

Can the reserve driver step in and start from last? is it allowed?

Driver salaries should be capped at $10m, the rest must go to the top 5 of 3 lower formulas to help those guys through. Sometimes the best drivers go nowhere because of a lack of money, meanwhile driver number 17 on the list gets promoted to F1.
 
BS. Drivers works their arses of with training, racing, interviews, marketing etc. They away from home most of the year.
They bring in the most money in this sport.
They should earn what they worth and it should not affect the budget cap as it would then affect their salaries.

Also it would be a fruitless exercise as teams would just get one of their sponsors to pay the driver his salary.
